Schools of Government in OECD’s global network discuss public administration

FGV’s Brazilian School of Public and Business Administration (EBAPE) hosted the 5th Annual Meeting of the Global Network of Schools of Government of the Organization for Economic Co-operation and Development (OECD) on June 22 and 23. Organized in partnership with the National School of Public Administration (ENAP), the event gathered representatives of institutions from several countries. Its main theme was the discussion of the report published by the OECD – ‘Skills and Leadership to ensure High-performance Public Services in the Digital Age’.

The opening ceremony, chaired by professor Bianor Cavalcanti, Director of FGV’s International Affairs Division (DINT) and President of the International Association of Schools and Institutes of Administration (IASIA), featured professors Flavio Carvalho de Vasconcelos (Dean of EBAPE); Francisco Gaetani (President of ENAP); Edwin Lau (Head of OECD’s Division of Public Sector Reform, Public Governance, and Territorial Development); and Daniel Gerson, (Manager of Projects, Employment, and Public Management at OECD). EBAPE professors Roberto Pimenta (Coordinator of the Professional Master’s in Public Administration) and Alketa Peci (Editor of the Journal of Public Administration) were also in attendance.

“The OECD seeks to develop conceptual models from its applied studies and bring them to the Schools of Government, allowing these institutions to contribute with their educational programs to the training of leaders in the public sector,” said professor Cavalcanti.

Professor Flavio Vasconcelos recalled the tradition of Fundação Getulio Vargas and its significant contribution to the development of Brazilian public administration, and highlighted the importance of EBAPE – the first public administration school in the Americas – in the advancement of teaching and research in the field of administration.

The event included sessions with discussions between committee members and guest observers in the following themes: ‘Skills for high-performance public service;’ ‘Digital transformation and the future of work in the public sector;’ ‘Treading towards principles for the capacity of public service;’ ‘Government overview;’ ‘Leadership and Higher Public Service (SCS);’ ‘Diversity and Inclusion: gender balance in public administration;’ and ‘Expectations for the Network of Schools of Government,’ focusing on developing capacities for public services to improve the quality of public governance.

The event was supported by the Revista de Administração Pública (RAP - Journal of Public Administration) of FGV EBAPE’s Professional Master’s in Public Administration, as well as the National School of Public Administration (ENAP).
